Cheapest Parking Near Orchard, Marina Bay & the CBD
Parking in Singapore's central areas doesn't have to drain your wallet. Whether you're heading to Orchard for shopping, the CBD for work, or Marina Bay for dinner, there are carparks that charge a fraction of what the big malls demand. Here's where to find them and how to pay less.
HDB, URA & private — what's the difference?
Not all carparks are priced the same way. Understanding who operates them is the first step to paying less.
HDB carparks are the cheapest option by far. They're found within public housing estates and are regulated by the Housing & Development Board. Rates are fixed per half-hour, typically $0.60 per half-hour in central areas. They don't surge during peak hours. If you're willing to walk five to ten minutes from an HDB block near the fringe of the CBD, you can park all day for under $8.
URA carparks are managed by the Urban Redevelopment Authority and found in commercial areas. Rates are slightly higher than HDB — usually $1.20 per half-hour in the central zone — but still much cheaper than private mall carparks. URA carparks often have daily caps and are underused on weekends.
Private carparks (malls, office buildings, hotels) set their own rates. These range from $2.50 to $5.00 per half-hour, and some charge by the minute. However, many offer early bird rates, evening flat fees, or validation with purchases — so they're not always the most expensive if you plan ahead.
EPS vs coupon parking
Most carparks in Singapore use the Electronic Parking System (EPS). Your IU (In-vehicle Unit) is read on entry and exit, and charges are deducted from your CashCard or linked account automatically. You only pay for the time you actually park.
A small number of older HDB carparks and surface lots still use coupon parking. You display paper coupons on your dashboard, tearing off tabs for the time period. The catch: you pay in 30-minute blocks, and unused time within a block is wasted. Coupon parking is being phased out, but where it still exists, it can be slightly cheaper per hour because the per-block rate is low. Always carry a few coupons in the glovebox — you can buy them at 7-Eleven or petrol stations.

Orchard Road area
Orchard Road malls typically charge $3.00–$4.50 per half-hour. But just off the main belt, rates drop significantly. Here are your best options:
Concorde Hotel / Concorde Shopping Mall
~$2.00/hr weekdays, $3.00/hr weekends. Daily cap ~$16. Right on Orchard Road near Dhoby Ghaut. Validated parking with food court spending ($5 purchase = 1hr free).
Devonshire Road HDB carpark (Blk 1–5)
$0.60/half-hr (EPS). No daily cap — works out to ~$7.20 for 6 hours. 5-minute walk to Somerset MRT and Orchard Central. One of the cheapest spots near Orchard.
Killiney Road URA surface lot
$1.20/half-hr. Uncovered surface lot. 7-minute walk to Orchard Gateway. Rarely full on weekday afternoons. Weekend rates same as weekday.
Orchard Towers carpark
$1.50/hr flat rate, daily cap $12 (weekdays). Tucked behind the building on Claymore Drive. Walking distance to Tang Plaza and Wheelock Place.
Midpoint Orchard
$2.00/hr, no daily cap. Older building with easy entry/exit. Directly on Orchard Road between Somerset and Orchard MRT.
YMCA Orchard (Stevens Road)
$1.50/hr, daily cap $10 on weekends. Small lot, fills up by 11am on Saturdays. 8-minute walk to Orchard MRT.
Oxley Rise URA carpark
$1.20/half-hr. Multi-storey sheltered lot. 6-minute walk to Somerset. Usually has spaces even at peak lunch hours.
Marina Bay & the CBD
The financial district is notoriously expensive for parking. Office building carparks routinely charge $4–$5 per half-hour. But there are alternatives if you know where to look:
The Sail @ Marina Bay (open carpark)
$1.80/hr weekdays, daily cap $10. Basement lot under the condo. 5-minute walk to Marina Bay Sands and the CBD core. Entry via Marina Boulevard.
URA carpark at Shenton Way (Golden Shoe)
$1.20/half-hr. Multi-storey lot with EPS. Right in the heart of the CBD. Daily cap ~$15 weekdays. Much cheaper than adjacent office towers.
Chinatown Point / URA Chinatown
$1.50/hr flat. Daily cap $9 on weekdays after 7pm entry. 10-minute walk to Raffles Place MRT. Best for evening trips to CBD restaurants.
People's Park Complex
$1.20/hr weekdays, $0.60/hr weekends. Daily cap $6 weekends. One MRT stop from Raffles Place via NE line (Chinatown station). Massive lot, almost never full.
Asia Square Tower 2 (early bird)
Regular rate $5.00/hr. But early bird entry before 9am: flat $10 whole day. Perfect for office workers. Must exit by 8pm.
Marina Bay Link Mall / Bayfront Ave
$2.50/hr, daily cap $18. Underground lot connecting to Marina Bay Financial Centre and MBS. Weekend evening flat $5 after 6pm.
HDB Tanjong Pagar Plaza (Blk 1–7)
$0.60/half-hr (EPS). 8-minute walk to Tanjong Pagar MRT, 12 minutes to Raffles Place. True HDB pricing in the CBD fringe. The savvy commuter's secret.
Sprint @ Robinson Road (surface)
$2.00/hr, no cap. Small surface lot that's often overlooked. Directly on Robinson Road near Lau Pa Sat.
Bugis & City Hall vicinity
The Bugis-City Hall corridor covers the Civic District, museums, Haji Lane, and the big malls (Bugis Junction, Suntec City, Raffles City). Mall rates are $3–$4 per half-hour, but cheaper options are nearby:
Waterloo Street URA carpark
$1.20/half-hr. Multi-storey, sheltered. 3-minute walk to Bugis MRT and Haji Lane. One of the best-value lots in the area. Usually spaces available after 10am.
Bras Basah Complex
$1.50/hr, no daily cap. Next to the National Library. 5-minute walk to City Hall MRT. Older building, easy in/out access from North Bridge Road.
HDB Blk 1 Beach Road
$0.60/half-hr (EPS). Genuine HDB lot steps from Arab Street and Haji Lane. 6-minute walk to Bugis Junction. Fills up by noon on weekends.
Bugis Village surface lot
$1.20/half-hr (URA). Open-air lot between Bugis and Lavender. Short walk to Kampong Glam. Coupon parking still available in parts of this lot.
National Library Building (Victoria Street)
$1.80/hr, daily cap $12. Sheltered basement lot. Central location between Bugis and City Hall MRT. Free 1hr with library membership check-in.
Raffles Hospital / Shaw Towers area
$2.00/hr weekdays. Evening/weekend rate drops to $1.50/hr after 6pm. 4-minute walk to Bugis MRT. Less crowded than Bugis Junction carpark.
Bencoolen Street URA lot
$1.20/half-hr. Between Bras Basah and Dhoby Ghaut. 5-minute walk to SMU and Fort Canning. Often empty on weekend mornings.
Parking strategies that save real money
Early bird rates
Many CBD office buildings offer early bird parking: enter before 9am and pay a flat fee for the whole day, typically $8–$12 instead of the per-hour rate that would easily hit $30+. The catch is you must exit by 7pm or 8pm (varies by building). If you're a regular 9-to-5 commuter, early bird is your best friend. Some buildings require you to register; others apply it automatically.
Evening and night rates
After 6pm, many mall and office carparks switch to flat-rate evening pricing — often $3–$5 for the entire evening until closing. Suntec City, Marina Square, and Millenia Walk all offer evening flat rates. This makes driving to dinner downtown surprisingly affordable if you time your entry right.
Weekend vs weekday
URA and HDB carparks charge the same rate regardless of day, which makes them better value on weekdays when private lots are expensive. On weekends, private malls often drop their rates or offer flat-rate promotions to attract shoppers. Always check the signage at entry — weekend specials aren't always advertised online.
Season parking for regulars
If you park in the same area repeatedly — say you commute to the CBD daily — season parking saves the most money long-term. HDB season parking for non-residents in central areas runs about $80–$110/month. URA season parking in the city centre is approximately $500–$700/month, which sounds steep until you compare it to $15–$25 per day at daily rates. Private buildings negotiate rates for tenants, usually $300–$600/month depending on location.
Park-and-ride strategy
The cheapest approach of all: don't drive into the centre. Park at a suburban MRT station — many have free or cheap all-day parking — then train in. Good candidates include Ang Mo Kio ($0.60/half-hr HDB lots), Bishan, Jurong East, and Woodlands. Your parking cost stays under $5 for the day, and you avoid ERP charges too.
Hidden gems — cheap parking you might not know
These spots are overlooked by most drivers because they're slightly off the main drag, inside residential blocks, or behind less obvious buildings:
- Pearl's Hill Terrace (Chinatown fringe) — URA lot, $1.20/half-hr, virtually empty on weekends. 10-minute walk to Clarke Quay and Chinatown. Hidden behind Pearl's Hill City Park.
- Sophia Road HDB (behind Rendezvous Hotel) — HDB lot at $0.60/half-hr, 4-minute walk to Dhoby Ghaut MRT. One of the last HDB blocks this close to Orchard.
- Tan Quee Lan Street surface lot (Bugis) — URA surface lot, often missed because it's behind the Bugis+ escalators. $1.20/half-hr, right next to the action.
- Esplanade open-air lot — URA-managed, $1.20/half-hr. Walk across to Marina Bay Sands via the Helix Bridge. Most people don't realise there's cheap parking this close to MBS.
- Tanjong Pagar Distripark — industrial zone carpark, $1.00/hr on weekends when the offices are empty. 10-minute walk to Tanjong Pagar CBD.
- Hong Lim Park surrounds (Upper Pickering Street) — URA lot, $1.20/half-hr. Dead centre of Chinatown/CBD crossover zone, but most people drive straight past it to the malls.
Quick tips to keep costs down

- Time your entry carefully. Many carparks charge by half-hour blocks. If you arrive at X:29, you'll be charged for the next block almost immediately. Try to enter just after the block resets.
