Parking in Singapore: A Driver's Guide

Between HDB car parks, URA street lots, mall basements, coupons, gantries and night schemes, parking here has more rules than it first appears. This guide sorts them out.

The three kinds of car park

HDB car parks

The multi-storey and surface car parks in public housing estates — by far the most numerous, and usually the cheapest option outside the city centre. Most now use EPS gantries (Electronic Parking System) that charge your in-vehicle unit's CEPAS card by the minute; a shrinking number of older lots still use paper coupons.

URA street & surface lots

On-street lots and open car parks managed by the Urban Redevelopment Authority, mostly in central areas and older districts. Rates in the Restricted Zone (the CBD) are roughly double the heartland rate during the day.

Malls & private buildings

Each mall sets its own rates — typically a first-hour charge then per-subsequent-hour blocks, often with evening or weekend caps. Many offer free parking with a minimum spend; check the mall's app or concierge. Rates vary hugely: a heartland mall might cost a fraction of an Orchard Road basement.

What it costs (rough guide)

Public (HDB/URA) parking is charged per half-hour: as of mid-2026 the standard rate is $0.60 per half hour in most of the island and $1.20 per half hour in central areas during daytime. EPS car parks pro-rate by the minute, so a 40-minute stop costs less than two full half-hour coupons would.

A 10-minute grace period applies at EPS gantries — drop-offs and quick pickups are free. Motorcycles pay a small flat per-entry/per-day rate.

If you park overnight regularly, look at the Night Parking Scheme (a capped flat charge for night hours at participating HDB car parks) or season parking, a monthly pass tied to your home or workplace car park — essential for HDB residents, since many estates enforce season-holder priority at night.

Reading the signs and lot colours

  • White lots — general parking, charges apply per the car park's posted hours.
  • Red lots — short-term parking with restrictions during certain hours (often reserved for season holders at night); read the sign at the entrance.
  • Handicap lots — require a Class 1 label; fines are steep.
  • Don't confuse parking with ERP — the overhead gantries on roads are Electronic Road Pricing (congestion charging), billed separately from parking through the same in-vehicle unit.

Finding a lot without circling

Most HDB, URA and LTA car parks report their live lot counts to a central system, updated roughly every minute. That means you can know a car park is full before you drive into the queue for it.
